Static IP doesn't save and defaults back to DHCP

I have a user on a Dell XPS 12 running Win 8 and we are having issues setting his system to a static IP address. It doesn't matter if we are trying to connect to the office servers, a Verizon MiFi, or any other network connection his system won't allow him to save a static IP address.

So what happens is I will go into his LAN Local area connection status, and in the properties panel I go into the Internet Protocol Version 4(TCP / IPv4). In the properties of the TCP/IPv4 I will set all of the information click OK. Once I click ok, the pc will loose connectivity and won't be able to access the office network, or if it connected to a Verizon Mifi it will not have an internet connection.

What confuses me most about this whole situation is that when I go back into the TCP/IPv4 settings, the 'obtain an IP address automatically' is checked and all of the information that I have provided is removed. I have never run into the issue where the PC doesn't save the static IP that it is assigned. Even after I type in an assigned IP and go into CMD to check 'ipconfig', none of the information that I provided shows up there.

I've tried searching on google, and most of the responses have had me Reset the 'tcp/ip stack' or run some other commands ins CMD but so far I haven't been able to get anything to work.

I'm not sure what other information I can provide. I hope this is detailed enough to get a basic understand of what is going on.

I would agree with this but having access to all administration rights, as well as setting static IP information on other systems, I don't believe this is the issue.

When I set up other systems static IP address they show up on the DHCP, even if they are not able to get an internet connection. Whereas this pc isn't showing up on the DHCP.
