Static noise texture like rain falling diagonally

Hello!,

Occasionally there is this very dim white static noise texture
that looks like rainfall in an oblique angle.

Visible in the windows startup or on the black screen while loading game.
This happens irregularly, and only visible on black screen; both on on-board gpu and with discrete graphics card.

What might be causing this?

oh! that's bad news

btw, I mentioned it happens without the graphics card as well. So Graphics card could be on the safe side perhaps?

I would test your monitor with a completely different computer (connect to a laptop for example) or a friends pc. to rule our monitor.
test with a different video cable (if you used the same cable with PCIE video card and IGPU (on board) to eliminate cable being issue.
it could be motherboard, but test the two above first

also do you have a lazer printer at home ? is it connected next to computer (ie same ac power plug) I have seen those printers cause lines on monitors.

no printer or any other external device at all.

I think I'll get a new cable and see if it changes the condition.

Even if I test the monitor and desktop on another desktop or monitor, there's no guarantee that the problem will occur during the test, for it doesn't happen always neither everyday.
