[SOLVED] Steam client bootstrapper using 100% from disk?

Hi guys!

Recently i got a new laptop! Asus FX504GE

SPECS:
GeForce 1050 TI
i7 - 8750H 2.20
8GB RAM
HDD FireCuda ST1000LX015 - 1U7172 1TB 5400 or 5200 RPM i rly dont know xD
Windows 10 x64

And the problem is... I installed steam and started to download my games like i would normaly do! But something very strange is happening and I've already search for a solution but nothing seems to work. When i start a download in steam the disk immediately goes to 100% and sits there for the whole duration of the download and not going below 98%! Well its akward because i have a bit slower desktop and he can download without problems and peaks with no efforts to 40MB/s. But now i cant even get over 20MB/s and the download is all choppy always stoping.
I already stoped superfetch, windows search thinking that it could be the reason... Already cleared the "download cache" from steam and still doing the same thing. I've tried to change the region of the download and still no difference. Tried too limiting the bandwitdh and the only thing it does is like delaying when the download will stop, like when it reaches a "checkpoint" he stops anyway. Using a higher bandwidth the "stop's" will occur more often or will reach that "checkpoint" that he will stop much faster.

Normaly the disk usage is close to 40% using google chrome normaly.

This is anoying because a 8 GB game is taking like 3 hours when i can do it in 1 hour or even much less... Even using a simple laptop that it isn't properly for gaming i can do the downloads very smoothly.

Well guys, i think i may have solved my problem although when i still download it keeps my disk at 100... after that everything goes to normal!

My solution... Keep everything updated, every driver from your manufacturer's site! I assumed from the beggining that everything would be updated since i bought that laptop but i was wrong!
