Steam download stopping, busy writing to disk, is HDD speed the problem?

Hey every1,

In my pc I have a SSD (Samsung 850 EVO - 250GB MZ-75E250B/EU)
and a normal HDD (Western digital Caviar Green 2TB WD20EZRX)
Both are 2 weeks old.

When I tried to install Shadow of Mordor and GTA V on the normal HDD through Steam, it stopped downloading when it said "busy writing to disk". I tried over and over but it won't progress past the point that it initially stops. Is my HDD speed the problem? I installed Titanfall through Origin without any problems.

When I install the same stuff on my SSD, there are no problems while downloading/installing.
Would buying a faster, say 7200 rpm 64mb cache HDD (for games only then) solve the problem?
