Steam files are messed up

So long story short the files to load of my steam are in my directory for some random reason. i there any software or part of steam that could sort the files out because i do not have the internet connetion to redownload 40gb of steam files.

Do you want to move them or are they just corrupt? If the game files are bad or missing:
1.right-click the game in Steam
2.select properties
3.select the local files tab
4.click verify integrity of game cache.

they are all mixed up in my main steam directory out of their folders and i am not going through 40gb of files and moving them back into place but i dont have the internet connection to download 40gb worth of data again

Sorry but as killbot said, you have to reverify, otherwise have to do it manually. im not sure how bad this screw up could be but its not as bad as losing most of your l4d2 installation, had to redownload most of the damn thing
