Steam Is The Only Service That Uses All My Internet?

So I have been having this strange phenomenon where Steam will take full advantage of my internet speed, while services such as downloading from Chrome give off a fraction of that. For example, I'm paying for 75mbps and steam downloads at 11mb/s. But when I try to download something off chrome, the download will be at 300kb/s, and anything else external such as downloading mods for games off external programs will also download at around 300kb/s, or even less for that matter.

Any explanations or assistance is greatly appreciated, and thanks in advance.

Programs like steam and chrome will use the most amount of bandwidth they can by default. This is restricted by many things including your ISP allotted bandwidth, the connection speeds of your equipment and the equipment on the other end of the data transfer, such as servers, routers, switches or whatever else they have. I haven't had a lot of experience with steam in this regard, but there might be a place in the settings to where you can limit the amount bandwidth used. But, know that if you restrict this, then game play could be degraded. I wouldn't think it would, but it could.
