Steam running at bytes per second

I have satllite internet
800-1200ms ping
5mbit/second down
1-2 Mbit/second up

I was downloading games at 500-700 KByte/second but the last few weeks steam has been downloading at 50-100 KByte/second and now it started downloading at 0-200 Bytes/second, yes I mean Bytes. The rest of my PC parts are coming tomorrow and the games that are updating (especially GtaV, which is my first priority in updates) I really want to play as soon as I get the PC part.
Also YouTube will run just fine

Thins ive tried

Changing steam server
Using phone internet (100-150 KByte)
Connecting directly to modem
Resetting modem
Restarting my pc

Anything that helps will be greatly appreciated
 
reinstall Steam.

important points:
1) SAVES are still fine (in "Documents" mostly, or Windows hidden, or in Steamapps game folder)

2) GAMES are in the "Steamapps" folder (so do NOT delete that).

3) MODS should not be affected unless you change the Steam folder path. (they messed are if you reinstall Windows since stuff is in My Documents, and other places... I know how to sort that out though)

Here's the method I use.

1) Create a new folder base to the drive and MOVE Steamapps there cut/paste. (i.e. C:\movesteam, or different drive if big enough.)

2) DELETE STEAM (W10, right-click programs and feature... it's add/remove)

3) Find Steam folder and delete any remaining folders or files (unless they appear to be MOD related or otherwise important but I don't think that will be the case)

4) INSTALL STEAM and login

5) Shut down Steam

6) MOVE (cut/paste) the "Steamapps" folder back to the original folder

7) Start Steam

I think that's it. I think I did it in the past by just DELETING everything in the Steam folder except "steam.exe" and the "steamapps" folder then starting the steam.exe file from that folder.

I felt more comfortable deleting Steam completely (hence moving Steamapps) since it may fix other issues. Not all program files are in the installation folder, and reinstalling may also fix registry paths if broken.

 

sorry this was late i didnt get an email from this
i was getting my parts for my new PC the next day from writing that and so i installed steam and my games on there it was running at 100 kilobyte and around 12pm it was running at 300 kilobyte and around 2am it was running at normal speed i really haven't tested it because i don't have any updates

Satellite internet providers only give you so many gigabytes of data each month, after you exceed that they throttle your speeds way down until your next billing cycle. Some internet providers also allow people to use unlimited data in the off peak hours even when they have exceeded their data cap (like you describe your speed improving after midnight). The problem isn't your computer, it is exactly the way satellite internet always works (or doesn't).
 


At the time of the issue i still had my anytime and off peak data so it wasent throtled
