Steam wasteing bandwith

I would like to know why steam wastes so much bandwith, in my task manger it is using over 40 mpbs but in steam it is only downloading at 5-7. seems like a huge waste to me. There is probably something obvious as why it is doing this but i have no idea why it would be like this. if anyone would like to KINDLY tell me how to fix this or why it does this it would be great, thanks!

MBps (which steam uses) and mbps (which providers usually describe in their advertisements) are different

1 MBps (megabyte) = 8 mbps (megabit)
so your downloading speed is about normal there, with some added boost (40/8 = 5ish)
