Sticky liquid substance on gold pins of gpu

I've been troubleshooting a frame drop to unplayable in my games.
It's an anti radeon r9 280x.
It's clear and sticky; what are the best ways to clean this?

Try thermal paste cleaner. Or isopropol alcohol.
