still having blackscreen issues (r9 290)

I've read so many post on here about tthis issues and so far i have attempted these fixes:
complete OS reinstall( win 8, multiple times)
complete scrub of video drivers and then reinstall
cleaning and updating all possible drivers including using suggested codecs
using just drives and other programs to manage the card (no CCC, using msi afterburner)
Forcing constant voltage (never did stick, still varied just slightly)
Temperature has never been over 65c even under stress.got bigger case even to double tap.
power supply and making sure i use two cables to the card so max power is being used


this seems to happen most during playing games from League of legends, to archeage just resting the drivers, to farcry 4 crashing.

the issue is the drivers crash or reset them self, after a couple of times the whole system would black screen and i'd have to do a hard reset. only happens when gaming.

Motherboard: ASUS sabertooth 990FX R2.0
Ram:G.SKILL Ripjaws Z Series 32GB
Proc:AMD FX-9590 Vishera 8-Core 4.7GHz Socket AM3+ 220W
Video Card: PowerColor PCS+ AXR9 290 4GBD5-PPDHE Radeon R9 290 4GB
PSU:Cooler Master Silent Pro M2 - 1000W
HD: Samsung 840 pro SSD

i did that already i ran it at a clock of 1250 1100 and 1000 and also the voltage to 987 (+0) as suggested in a thread and still nothing changed :/
if there are any pictures or anything i can submit to help please just ask 😀
 
You have no choice but to try flashing a different bios. I heard that powercolor fixed blackscreen issue later on with bios update, there is a thread somewhere but i cant find it. i have not i will trying it out after some research and let you know how it goes.
Don't worry if i mess it up i'll get a new card, that's kinda the point i'm at right now or go back to my old card.
A working card is better than a super awesome not working card :)
