stock cpu fan replacement suggestion

Hi,

I was wondering if anyone here would be able to help me out. I built my own PC like a couple of months ago. Everything has been OK except couple of things.

1. the stock cpu fan (that comes in the box together with CPU) is a bit noisier or louder than normal. I left it there because I thought I could put up with it. But today it's really loud. I was thinking of replacing it. I'm hoping if anyone might be able to share with me what kind of cpu fan I might get. The cpu I have installed is Intel Core i7-6700 3.4G Quad-core Processor.
By the way, the apps I'm currently running are excel, curse gaming, firefox.
I use speccy to tell me the temperature of CPU and it's showing 29 degree C

2. The other issue I'm having is that as soon as I close an application like WoW apps (full size screen), it closed but it did not close completely - there are some still left on the screen and when I moved my file explore window and hover over it, it then goes away. It's like it's stuck on the screen and the only way it goes away is to hover any windows over it (like an eraser in the mspaint). Sorry I don't know the word for this. I hope I explained it ok.
It seems to me that the memory is not sufficient or something.

The stock cooler seems to be doing it's job as far as temp, but as you note it's got a lot of db... A hydro-bearing fan will run more quite and last longer than the stock fan, as it's more than likely a sleeve-bearing type.

EDIT: Performs close to the suggestion of SR, but I believe his suggested cooler might have the overall edge for more quite operation between the two after doing some reading...
