Question stop cpu going to 80 watts when at low load %

i have my 5800x set to 90 60 110 ppt and because of that it peaks at 90 watts but even when using like 20% cpu usage it goes to 70 80% how do i make it peak at a lower wattage unless i go over like 50% cpu

What is driving the requirement for peaking at a lower wattage? Why? What are you trying to do?

Also - is there a reason for Freq #1 to be different?

litterally anything like opening chrome
 
So the requirement is, if I understand correctly, that the CPU's wattage be limited to some lower wattage unless the CPU usage % goes beyond 50%. Or some such scenario(s). More details needed.

What/why is doing so important? Is there some end objective expected by forcing some wattage to % relationships?

Reasons? Any reference links with respect to the stated wattage to % intentions?

What about Freq #1?

Overall, unless there is some specific problem of any sort, I recommend just leaving the CPU, wattage, %'s, voltages, etc. alone.
