Question Strange behavior

I just started up my PC after a new build. Original HDD from previous computer. Started up computer and got a unable to start your computer then asked for system restore. I plugged in my front panel usb into the usb on the motherboard but neither my rear or front usb is working. I have the blue LED light in the front. I plugged everything in like I was supposed to. Help!?

U have a new rig using old HD/old OS? Booting old OS? Can't do that with Windows, old OS still have old hardware configuration, it doesn't know how to adjust/re-configure itself for new hardware. U must re-install Windows on new rig from scratch, hope u still have license#.

I do have the license number but I can’t click on anything since the ports don’t work. Won’t thatverase my entire HDD if I have to reinstall windows? How to I install if I have no working mouse or keyboard?
