I am using an i5-2400 and turned an extreme setting in my motherboard on for the cpu. I turned my computer on and checked task manager and it says the max memory is 5.9 ghz.
I ignored it thinking it was a glitch, and then I turn on a game, and it was very laggy. I checked my task manager again, and it seems like it was bottle necking my gpu, because it only had 30% utilization, and 40% memory utilization. So how is it possible my cpu clocked to 5.9ghz??

Ok so I fixed the problem by turning off Intel turbo boost technology in the bios and overclocked to 3.4 ghz, now theres no more bottlenecking and its all good.

Does that mean anything? How did it go to 5.9ghz max speed??

It's not 5.9 GHz. That's likely a glitch that's a by-product of a related problem caused by goofy overclocking. In the 90s, I had a PC that kept telling me it was 1980. However, like Occam's razor suggests, it turned out that the CMOS battery had died, not that my Pentium 133 suddenly figured out how to be a time machine.

If it wasn't at 5.9 why was I being bottlenecked? The CPU usage was only at 28-31%. Then I turned off intel turbo boost technology and only clocked to 3.4, and it was all fine running at around 70% cpu usage in games?

Most likely you were suffering from throttling. I would recommend you read up about overclocking, what it is, the benefits and downsides, etc. before trying something like this again. But like my Pentium 133 that enabled me to become the first person to time-travel, this topic isn't worth any more exploration. You ought to just be happy you didn't break anything.
