Strange cpu fan curve

Recently i have been booting up my computer and been hearing my fan speed going up and down and had some weird results when i was testing what was wrong. After some rpm tests i noticed that my max rpm on the fan was 2200 rpm but the rpm around 80-90% was in the realm of 4800-5000 rpm. I'm keeping some steady temps of about 39C at idle, and 44-50 with a load. Was running 70C before but reapplying some thermal paste solved that problem then this started. This is a stock cooler on an fx-8350, I do plan on replacing and in-fact have one on the way but I am worried its not the fan that is the issue here. Any input would be appreciated
 


A large amount of fans can do that, it is mostly smaller fans like 40mm ones that can easily spin in the realm of 12000 RPM's, your standard PC 80,120,and 140mm fans wont do that.
Some GPU's can also easily spin that fast.
What fan is reading that speed?

My cpu fan is whats doing it, Im using the utility that came with the motherboard AI suite II. I think its a 40mm fan as well. With the fan locked at about 90% i can actually hear the fan alternating speeds where at 80% it is a solid speed. If i keep it set to 100% will ramp down to 2000 rpm after continuous use too it seems, even with the fan curve set to only be at 100%, and then change it to be at 80% im back up to 4700-5000rpm.
