strange diplomacy bug

In my current game the Celts kept walking into my area again and again
and again. I'd tell them to f* off and they did, and reinvaded on the
same turn.

I finally got sick of this and wiped them out. In the process, the
Japanese complained about one of my knights walking over his ground, and
I suggested a passage treaty. Wouldn't give it to me, with the argument
"the Celts did, and look what YOU did!"

Well I never. Ever. Had such a treaty with the Celts - that was the
whole point of why I went to war with them.

Go figure.

This is a strictly rhetorical interprentation: Perhaps Japan was refering
to the fact that you attacked them on your own soil (i assume you did). In
that case it would seem sort of risky for Japan to deploy troops on your
territory as they run a presumed risk of being attacked too.

Did you declare war with units in the Celt's territory? Units would include
workers. If you did, you now have a bad reputation. You can declare war from
the F4 screen before you invade their territory.

Yea, anytime you start a war with troops already in enemy territory,
all the computer players will consider it a ROP rape, even if you
didn't have a ROP.

That explains it. I had a swordman in their territory who got stranded
there while exploring, and 'swallowed up' by expanding cities. I had
overlooked him at the time, since the Celts never complained about his
being there, but also didn't know that the other computer players would
jump to this conclusion.

Definitely a 'feature' then :-\
