Strange highlight/blur on Edges in some games

i just got a new computer (i5 4670k, R9 290(gigabyte windforce), 8gb RAM,) and in a few games ive noticed a odd sort of highlight/blur on edges when i move or spin the camera, ive spent a while trying to figure out what it might be but haven't been able to. Anyone know what might be causing this

So far i've noticed it in NBA 2k14(a game i have played a lot and it was never there on my old PC) and AC4

probably a GPU issue, can try a driver reinstall or RMA it. With the shortage amd product quality has taken a hit recently.

Drivers didn't help but i noticed in skyrim it does it only when the model is going across where the sky is, if i look down at the ground its fine no weird highlight but if i look up it happens

Ok just figured out it was my new monitor has some setting called trace and it was set to 100 changed it to 0 problem solved thank god now i don't have to deal with returning my GFX card
