Strange internet lag

When browsing the internet my browser sometimes gets this weird lag where anything with motion will stop moving, but sound will continue. If I move my mouse the motion will continue, and then stop again if I stop moving my mouse. This may take place for a few seconds and then be fine again for a while, it might be fine for 5 minutes or for 25 minutes.

This happens mainly when watching videos, but it doesn't seem to be isolated to flash, because it also happens with animated gifs freezing (though maybe there's a flash ad banner in the background causing it?).

My computer has plenty of processing power, it's a laptop with the following:

Windows 8.1
i7-4700MQ
16GB of ram
Intel 4600 graphics processor as default
Nvidia GTX 77M
Most up do date versions of drivers/flash/java/etc

I get the same kind of lag whether I use IE or Firefox (I believe both are 32-bit)

Some things I've tried is that when the lag happens I check my windows, system, and security logs, and there is nothing there. I also switched my browsers between graphics cards in the Nvidia control panel, and it still didn't seem to matter.

I noticed this happening in firefox when it uses up to a GB of ram (which is expected based on how much I had open) and I noticed that I could never push firefox above that, maybe the 32-bit browser caps out at 1GB? The problem has also happened though when it only uses 200MB of ram, and 15% processor power, so it's not like I'm overworking my system.

I just really have no idea what's causing this and I don't know what else to look at. Any advice?
