Strange issue with my gtx 980

Hey guys, it started a couple of weeks ago, where i suddenly started hearing what seemed to be the gpu fan making a weird noise as if it was slightly hitting against something, when this started to happen, my gpu performance dropped off massively, i went into msi afterburner and bumped up the fan speed to a constant 60% and now i don't have that issue anymore and my performance seemed ok. However, now i get a weird problem in games that i play where my gpu usage will just drop to 80/70/60% and with it my fps dramatically decreasing. I tried re installing windows 10 completely but that didn't do much at all, i really would appreciate any help at all. Thanks.

EDIT: Not sure if this is even useful, but the gpu usage drop is way less severe in GTA V, and when it does drop, it only drops to around 90%.
 
GPU runs relatively cool, anywhere from 65-72, however if i don't use the 60% fan speed that i put on manually, it goes up to like 80, which is why i keep it on 60% all the time now, as for my cpu, it has only a stock cooler and its not overclocked (4690k), it hovers around 70-75

 
Just an update on whoever may be able to still help me, i updated the BIOS and completely reinstalled my drivers using UDD, and i'm getting a significant performance increase in many games, for example, in star wars battlefront, the lowest the gpu uasge seems to drop to is 90%, however i'm still having some issues in other games like crysis 3 and ryse: son of rome (both use cry engine), with extreme fps drops down to like 10-20 fps. I've never had issues with crysis 3 previously and my gpu usage would never drop at all in the games that i play so i'm still not completely satisfied with the result, if anybody can further help me i would be very grateful.

nope, and it runs very well, don't really get fps drops on it.
