Question Strange looking textures in games - game or hardware problem??

Playing God of War Ragnarok and Avowed I noticed some strange looking textures in some places. In GoW Ragnarok only on water. In Avowed I noticed such mesh textures on waterfalls, spider webs and often in places where there is a shadow. I noticed it only in these two games. I wonder if it's the fault of the games / settings or maybe something with the graphics card? Current setup:
-Gigabyte b650 gaming x v2.
-7800x3d
-RTX 4070 Palit Jetstream
- 32gb DDR5 6000mhz GOODRAM
- PSU SPC SUPREMO V2 550W
- Kioxia Exceria 500gb
- SSD Crucial mx500 1 TB
- Acer 1440p 27" Monitor

Playing with DLSS and with little GPU undervolting but without DLSS and with GPU on default the textures look the same

If I were you, I'd have looked into a 650W or higher wattage, reliably built PSU for your entire build.

Besides the two titles mentioned above, do you see this on other titles? What BIOS version are you on for your motherboard? Use DDU to remove all GPU drivers(intel, AMD and Nvidia) in Safe Mode, then manually install the latest driver sourced from Nvidia's support site in an elevated command.

To me, it looks like a graphical bug.

I only noticed it in these 2 games. It just so happened that I played these games one after the other and that's why I noticed it. I had previously finished Silent Hill 2 Remake, Re4 remake, or Spiderman and I didn't notice anything in these games. I'm also currently playing PES 21 or Fifa 16 and nothing like that happens in these games. As for the power supply: the computer draws 300W while playing. During the OCCT test, it reached a maximum of 350W, so there is still some reserve (I have a voltmeter connected). As for the drivers, a few days ago I changed AM4 to AM5 and did the c format, the system, drivers, etc. are fresh and up to date. On the previous configuration, these strange textures also occurred, so the BIOS version probably doesn't play a role here either.
