Question Strange mouse and cursor behavior

My Windows 11 desktop is exhibiting very strange scrolling and cursor behavior. When I try to scroll on a web page or type on a document or a spreadsheet the cursor or pointer keeps jumping back to the top of the page or the beginning of the sentence. I verified updated drivers on my mouse, then installed a new mouse to no avail. I did a system restore to undo the latest Windows update but that didn't help. I did a thorough virus scan. I booted into safe mode but the issue persisted. Even in File Explorer I can't select any file but the first one in a folder. I am now unable to do any work on my desktop.

I would appreciate any advice on how to fix this.
 
Try msconfig to not load startup items.

Type "msconfig" (no quotes)
Click "Selective Startup"
Untick "Load Startup Items"
Click "Apply" then "OK"
Then restart the computer and test.
 
Restarting without the start-up items seems to be helping so far. How can I tell which of those items might be causing the problem? Can I simply continue without the start-up items loading?
 
Its best to narrow down the culprit, as there are startup items that you would normally boot with that you/system may need. Can you boot normally and go to Settings>Apps>Startup
You can toggle the startup items to check. Can you screenshot it and post image using imgur.com pls.
 
I went to Apps/ Startup. The first nine apps are all toggled off. I am unable to scroll down to see the others.
 
Nothing seems to help. I toggled off all the startup apps but that made no difference. I had been using a wireless mouse but when I switched to a corded one the scrolling issues continued. Sometimes everything will be going fine, then, without warning, the scrolling gets crazy again, anything I'm working on jumps back to the top and I have no control.
 
You say the wireless mouse works fine. It's the wired type causing issues. Have you tried various usb ports, the front case ports and the rear motherboard ports? Possibly a usb port problem to do with hard wired type. ??
 
No, the problem started with the wireless mouse (I tried two different ones). I switched to the wired mouse to see if that would make a difference, but it didn't.
 
Try using Process Explorer (Microsoft, free).

Launch Process Explorer. Leave the window open but reduce the size enough so you can view the results.

Then, following @KingLoki 's approach, bring back the startups one by one.

Keep watch on Process Explorer and look for what changes when the mouse behavior changes.

Another possibility is corrupted or buggy files.

Run "dism" and "sfc /scannow" via the Command prompt.

I managed to install Process Explorer but it looks very complicated; I'll have to do some reading to understand everything. However, since the scrolling problem persists even with the startup items toggled off, will that help?

I also opened a Command Prompt and tried to enter "DISM /online /cleanup-image /restorehealth" but the cursor kept jumping back to the beginning so I couldn't run it. This is driving me crazy!

Yes, I am using the scroll wheel. Using the arrow keys will allow me to scroll but before I can enter anything it jumps back to the top.

Another thing: sometimes everything will work fine for a few minutes, then I'll hear a notification sound (like a harp) and the cursor jumps back to the top.
