Strange problems with Arma2

Hi!
I have new computer with AMD FX-8350 4GHz, Asus Radeon HD 7770 2GB, 8Gb 1600Mhz RAM, 1Tb 7200 WD, ASUS M5A970 EVO R2.0 motherboard, 650w xfx pro 80+ bronze. And I have problems with arma2 lag.
When I set graphic setting on high, med or min I have 25-30FPS max 35. I think my computer have enought power for playing with higher FPS, but I don't know where is the problem?!

Are you sure the power supplies is a 650w and try updating the driver for the graphic card

I think the driver is "up to date".Do U know some program for drivers whitch is good? Last check was yesterday. And my GPU and CPU are not OC. And yes my PSU is 650W... that is enough for my PC.

Cataclyste by amd you could ajust the performence or get a better card like the gtx 760 for about 250$

The 280x is a rebadged 7970 and is more powerful than the 760
Faster card, higher clocks, better OC'ing, and more VRAM(for res)

But my friend has on the same gprahic settings 40-50fps, on GTX 280 and i5-2500k 3.1Ghz, 4GB Ram 800Mhz
