Question Strange restart and start of PC

I have a problem with my brand new mobo GA-970A-DS3P, i have never seen that before. When i press power button in order to turn my pc on, it always first starts running for 1-2 seconds, then it turn off and after 2-3 seconds my pc again starts and runs fine. The same when i try to restart my pc, it always stops running for a while. It is something what my previous mobo never used to do. Any experience ? I could not find any similar topic.

I will appreciate each advice. Thx

Can you list all the pc components? And what happens? and why did you need to buy the new MB?

Cpu : amd fx 8350, gpu : amd radeon rx 570 8gb , mobo above, psu: 750W, ssd samsung 250gb. I bought the new mobo because my old one was supporting just am3 cpus . I needed for new cpu fx8350 something with am3+ socket.
