It seems like it's part of the BIOS.

I don't think it's the display.

I have built my pc a week ago. It is there for some days now. I would say at the first boot it was not there.

I turned off : Fast boot ,AMI Native NVMe Driver support , CSM.

Now the rectangle is gone .

But is this rog logo flash is normal at startup?

It's an underscore AHCI character showing that boot sector for OS is not found (yet in your case). Seems that BIOS is still searching for boot drive and can't decide where exactly to boot from.
