Strange sound coming from Computer when loading any game. Help!

I have this strange sound coming from my computer.
It started happening after I got my new graphics card. But I have replaced my GPU TWICE.
Then I thought it might be the power supply unit. So I replaced that but its still there. It seems like its just coming from the motherboard but I dont know how it could be making this loud of a sound. I even replaced my sound card just to be sure. Its coming from the lower end of the motherboard near the psu. But its definitely not the PSU. Any advice or help?

Have you tried looking at your hard drive? Hard drives make noise whenever they spin up.

Is it coil whine from the GPU? If you have fraps or some other fps counter software check out the fps you get when loading the game and all the splash screens are coming across. Sometimes you will have an fps in the thousands which can cause coil whine on cards that don't have it under normal circumstances.
