Similar to gasoline on wet asphalt

Looks like heat burn marks. But that is only visual and no-one is going to see it regardless when laptop is fully assembled.

Essentially same as this:
I suspect this is due to sweating of the feet and the transfer of this sweat to the laptop; the girl always has the laptop on her feet, or on her feet with a blanket.

and the transfer of this sweat to the laptop
Unlikely, unless bare feet are soaking wet and against laptop air intake. If so, there would be liquid damage inside the laptop as well.

Like i said, looks like heat burn marks, which can happen when: laptop air intakes are blocked, laptop air cooling unit is filled with dust, hardware inside laptop is so beefy that it runs constantly ~80C. Also, the thinner the metal - the less temps it needs to get discolored due to excessive heat.

or on her feet with a blanket.
Putting laptop on top of any blanket is bad idea since it usually blocks air intake/exhaust ports, making laptop run far hotter than it should be.

the temperature is always no more than 65-70 degrees, I keep an eye on it. But there may not be enough air. He doesn't put much effort into his work

From "she" to "he". Kinda amusing. 🤔

In any event, like i said, it doesn't take high temps to discolor thin piece of sheet metal.
If the heat burn annoys you, you can replace the entire cooler. In the process, you'd also get new cooler, who's internals are dust free.
