Question Strange system behavior when opening the start/settings menu

I encountered a very strange problem related to the Windows 11 start menu.
When I open the menu, it starts to open not as smoothly as it should. The animation seems to start to slow down, as if the refresh rate were changing, say, from 144 to 60.
Although I have not seen such a problem with other users whose monitor refresh rate is equal to or higher than 144 Hz, everything is perfectly smooth with those I looked at.

The same applies to the Windows settings menu when scrolling the list of settings, and it can constantly change from smooth to sharp every other time.
The most interesting thing happens when I open some monitoring program, for example,
I decided to try AMD Rysen Master, and after I opened it, the problem disappeared. Everything was fine until I closed AMD Master, and everything returned to its place.

Recently, I have encountered a drop in fps in some online games, not knowing what the problem might be. These same drops can last about 5 seconds, and after that the frame rate returns to normal.
