looking at this makes me wondering if something like geothermal heating/cooling in a house would work in smaller applications? where the heatpipe would run down to a coil submerged in a fluid.

Possible? Maybe.

Using this premise you could in theory transfer heat out, but the smaller you get the more concentrated the heat from said application. So if you are talking a PC sized application, the density might cause a problem compared to ambient air in a room.
