Question Stream stuttering with my i9 12900k CPU

I have just built a new PC because I want to start streaming. I tried testing it out with just streaming some fallout 4 to see how well it would handle it and it skips frames very often. Im not sure if I have some setting wrong but Stream Labs says its not going over 65% CPU usage and it still skips. I tried to adjust the bitrate quality everything and I just cant seem to fix it. Any comments or recommendations on what to do to fix this would help me tremendously. Also the Old PC had no problem with streaming. Thank you for reading.

New PC
CPU - i9 12900k
GPU - Geforce RTX 2070 Super (soon to be RTX 3080ti when it comes in)
RAM - 32gb ddr5 5200
MOBO - ROG STRIX z690-f gaming

Old PC
CPU - Ryzen 5 3600
GPU - Geforce RTX 2070 Super
RAM - 16gb ddr4 3800
MOBO - ROG STRIX B450

My IPS is 11.5 Upload but I wasn't having no problem with this before with my old pc so I didn't think it was that.

It’s not something I have first hand experience with but my thought is Win 10 doesn’t have the proper scheduler for E and P cores.

What FPS is your stream output set at, and what FPS does it average? 720p is the norm, but 2500 is a pretty low bitrate.
