Streaming dedicated pc

Looking to put together a streaming Only rig, have no intentions on running any sort of games. I’ve heard that GPUs are not required for streaming dedicated builds, but I’ve been told that I may have problems running obs. My budget is $700 but could do $900 if really needed. I want to be able to run a stream with the cam, overlays, etc, without issue.
 
Solution
I will actually get 1700 instead of 1700X as it come with a decent stock cooler, and can easily OC to 1700X or better. A very good read by James Mason: http://www.tomshardware.com/answers/id-3398995/gpu-console-streaming.html
For Ryzen you will need a cheap GPU to display properly while Intel has IGPU in the CPU :)

PSU is no good.

Personally would go for intel as looks like has better performance as clocks higher.
But with the Ryzen you can overclock.
