Streaming+Gaming which cpu? i5 8600k or i7 7700k

Only thing i could,guess is you had a bad install of Windows and try again and see what happens. You installed all of the motherboard drivers?

GPU appears to be fixed, I'm not sure what happened. Or how It got fixed but after I rebooted for the 150th time, It works now.

Alright just checking, I've never seen my temps constantly change like that. I've also never OC'd or had a Turbo before.
