Hello,
So i've recently been doing some O.C to my 9700k and i'm not sure which program is the best for the stress tests.
I have Cinebench and also OCCT.
OCCT seem to always have hardcore results, comparing to the Cinebench.

Lately i've been using only in Cinebench and i got my CPU to 5.2Ghz after running Cinebench i got to 77c.
Using iCue H115i Pro XT.
Does that make sense?

Solution
The best test is YOUR app.
Tests use different instructions to get to 100% utilization.
If a test uses avx instructions which are not commonly used, the heat generated increases considerably.
I would not worry too much.
The processor will monitor it's own temperature and will slow down or shut off if it detects a dangerous temperature.
That is around 100c.

CPU-Z has a simple to run stress test.
I have no idea how representative it is to your daily work.
Run that alongside HWmonitor to see how your thermals and voltages are doing.
There is no 'best', or one fits all. The greater the variety of tests, the better.
Thermal stability tests - cooling solution
Voltage stability tests - Vcore & Vdroop
Memory tests - not just ram, but also tests the Internal Memory Controller

I suggest taking a look through CompuTronix's Intel Temperature Guide.
I'm testing only the cores temperature of the CPU.
When i run a test i open HWMonitor together with Cinebench/OCCT.
When i run HWMonitor together with OCCT,
The HWMonitor will show 77c on a specific core when OCCT will show 81c on the same specific core.
Which one should i rely on?
Since Cinebench doesn't show me the temperatures.

And when i run Cinebench with 4.6Ghz i get around 65c but on OCCT i get 71c.
So what is going on ?
I'm testing only the CPU in both programs.

I don't use either HWMonitor, nor OCCT, so I couldn't tell ya.

Cinebench - you don't mention which version you're using - is a constantly fluctuating workload; that kind of load is best for testing voltage stability.
OCCT - I'm not familiar with that app, nor the settings that are used - is a heavy, constant/unyielding workload; that kind of load is ideal for testing what the cpu cooler can handle.
