I was wondering whether to have a

Build 1: Ryzen 3 1200 and RX Vega 56 reference. (weak cpu, strong gpu) Price: 500

Build 2: Ryzen 7 1700 and GTX 1050 ti. (strong cpu, weak gpu) Price: 450

Which Build is better for all around for general usage like gaming, cad, windows os, encryption ?

Solution
Gaming and Cad will benefit more from Build 1 (even though cad you want a strong CPU and GPU, it will see a bigger boost from the RX Vega)

Windows OS and encryption will be better on build 2, since those don't rely and GPU much at all.

Build two also has the better upgrade path, since you will need to upgrade a GPU more frequently than a CPU. Meaning you will get more longevity from your system with build two.

I agree. I was thinking build 2 too. I like the new Vega series but since gpu gets outdated fast while the 8 core ryzen will not get antiquated.
