Strong GPU OC Will Not Apply In-Game

Hello,

I have a MSI GTX 980 and an i7-4770K (4.1ghz).

After running the Heaven application for a while I was able to reach +195 core clock and +250 memory clock. I also maxed the power limit of course, but didn't touch voltage.

In Heaven I can see on MSI Afterburner my core clock is running at 1537mhz as it should be with this overclock applied.

However, when I open Fallout 4, I see that it defaults to the GPU's turbo speed of 1342mhz and doesn't raise.

Any thoughts?

Thank you!

Solution
Try resetting the core clock to stock and see what the framerate goes to.

Also, after that, bring the core clock back up and try reducing memory clock.

Then, try reducing both to stock.

See what results each turns.

Increase voltage limit too. This does have an effect. GPU Boost 3.0 should help protect from over voltage and will reduce voltage if it's too high no matter the setting.
Can you try saving the OC "profile" in afterburner, and check make sure the OC applied at boot is unchecked. Reboot, run msi, initiate the profile and then try playing?
Sorry I'm really just pulling this outta my ass, I'm just suggesting something it could work, it could not. but it crosses something off the list.

Hmm well I feel like it would need it. I'm getting like 40fps in parts with these 2k+ texture mods and I would think the gpu would benefit from upping the core speed. Idk seems off..

I'd agree about older games but we're talking about Fallout 4 here (further indicating that I dont think you read the entire OP's post)
F4 is very un-optimized from all the benchs and feedback from the fallout community, so it should be shooting his gpu to max

@KyleF01
Is there a profile set in Geforce Exp for Fallout 4? it feels like something else is overriding the OC you're setting with Afterburner.
Are you having the same issue with other games?
