Stuck in Infinite System Repair boot.

Alright, so my friends computer has been acting stupid lately, so I tried looking at it to speed it up a bit. Its a Dell Inspiron 1750. So I tried to do a system restore to the earliest time I could, which was about a year ago, but once it rebooted it, it got stuck in a loop. My only option is to reinstall windows, and since it would be just to repair this computer, I was gonna buy the windows 7 OEM key and install that on the system. I was wondering if I had any other options to try before we did that.

*EDIT* So after looking at other posts, I discovered that it could possibly be the hard drive, or even the motherboard failing. I must mention that before it crashed, the cpu was maxed out at 100% constantly, with only basic systems running. Wouldn't allow windows update to work, etc.
 
Alright, I'll try Hiren's BootCD, and get back to you. And I have no idea how to access the recovery partition.


*EDIT* Alright, so I created the boot disk, and booted from it. All that happened is that it got stuck on the Windows loading screen for a bit, then all of a sudden a blue screen popped up, for a split second (too quick to read) and the computer restarted. Now its going through the loop, but instead of going forever, it now stops and says "Windows repair could not repair this computer."
