[SOLVED] Stuck in Restart Loop, cannot open Safe Mode, system restore failed 0x80070020 (I think becuase of Skype). Only Command Prompt Works. Help!

Long story short. Windows updated and messed everything up, drivers weren't working so I did a system restore. But that never completed and now Windows in a reset loop. I tried everything recommended. Safe mode crashes, saving backups using command prompt results in 0 files with 0 data. When trying to do a system restore, this number 0x80070020 seems to be an issue. I read that is usually from Skype, which was just installed. Is there any way I can remove skype and fix that error. I feel that is the cause why nothing can be backed up, restore doesn't work and safe mode crashes.

Do I wipe the computer clean? Can I save my files somehow?

do you have backup of your data? could do a fresh os install.
if not, buy a new ssd and install os there, and get your data back after

if the only thing that works is command prompt, open it
type notepad and press enter
in notepad, select file>open
Use file explorer to copy any files you need to save to USB or hdd

once you copied stuff off you need to keep, do a clean install. Only have boot drive attached when installing
