Question Stuck on boot cycle

So been having an issue with a pc for a while now.

When starting up, pc doesnt want to boot to bios and goes on a cycle of the boot stage, unless I disconnect all storage devices (m.2 and hdd). Even then it goes through a few cycles and then I can finally get onto bios.
First I thought it was the drives. Put them into another pc, manage to work perfectly fine and run windows off each of them and can format them.
So drives are good.
Thought it was the motherboard. Bought a new one. Turns out it does the same with the new one.
Then I tried a different PSU, thinking it would be a power restraint. Still did the same.

All I can think it can be is the cpu and I just want to have a bit more help before getting one

System is
AMD ryzen 5 3600x
Gtx1660ti
Asus TUF A520M-plus WiFi
Corsair cx450
16gb Kingston fury 3200mhz

How old is the PSU in your build? If the Corsair unit is the replacement unit, what is the make and model+age of the older unit?

You mentioned drives but you didn't mention them in the specs list. As for your motherboard, you state that it was changed, with the same board or a different board?

power supply to me is a bit low but have you tried diffrent ram ? what is your ram config as well. is it 1 or 2 sticks

and have you put the ram in slot 2

The PSU is about 2-3 years old
But I don't think that is an issue, I used a newer 750W PSU and still had the same boot loop
Also tried 1 stick of ram, ones I know which work and still the same
