Stuck on choosing either GTX 970 on PCIE 1.0 or GTX 960 on PCIE 2.0

Hello, I am stuck on what to do. Right now my rig is an Dell OptiPlex 390 Desktop. Specs:

Intel Core i5 2400
Intel H61 Express
8gb of 1333 Ram
GT 610
Motherboard with PCIE 1.0

If I keep this, I will buy the GTX 970. Will the GTX 970 work with this pc? Will I be able to play all games maxed out?

If it won't, I will build a new pc with a GTX 960.

Should I buy a GTX 970 for this Dell or should I build a new computer from scratch with a GTX 960?

Any help appriciated

I am going to get a new power supply EVGA SuperNova 650w

If you go for maximum gaming performance than 970 all the way while it will be held back by other components it will still perform better than the 960 😉
If you want to replace your system for sg newer the r9 380 is a great choise too thou 😉
