Question Stuck on "Let's connect you to a network"

Literally stuck "Let's connect you to a network". No text for skipping this, and when I try to connect to Ethernet or Wi-Fi it says that it's connecting to Microsoft and then comebacks to the same window again. I have reinstalled windows with clean installation a lot of times but this is new problem I have never experienced. Anyone know what is the cause of it and how to fix it?

Did you fabricate your bootable USB installer using Windows Media Creation Tools? You might want to also list your specs for us to see if perhaps an older gen platform might be impeding your progress.

With USB I did everything as always to install windows on it, as per Windows recommendations. I want ask something could it work with old Windows installation from like 2019?
