Stuck on Starting Windows screen.

Hello.

I have had this problem quite a few times before, one being a couple of days ago and it has just started happening now.

The story: So a couple of days ago I was just browsing steam and I clicked on a game, and then the whole program stopped responding. I tried closing it through the task manager and even through using the command prompt and to no avail. I then resorted to shutting down my pc. It stayed on the shutdown screen and wouldn't shut down so I just held down the power button. I booted it back up and it just hung at the starting Windows screen like it is right now.

I have tried booting into safe mode with it to only hang at the same starting Windows screen. I fixed it the first time by pressing f8 and choosing repair Windows. Now when I try do that is just stays on a black screen.

I really need some help here because my last resort is buying a whole new gaming pc because I can't even start up this one! If any more info is needed please ask me.
 
Solution
First of all I would advise you to burn an Ubuntu Live CD and use this to boot your PC using Ubuntu in trial mode. This serves two purposes:

1. If it boots into Ubuntu without any problems then it looks like all your hardware is intact.

2. Once Ubuntu loads you should backup all your important data if you have not done so already.

Once you have done that you can start trying to repair this problem.
