Stupid Beginner Water Cooling Questions

I was looking at some water coolers like the Corsair Hydro Series and was wondering where is the reservoir? Where is the water coming from?

There is a radiator for the water on a closed loop system.

So is there liquid already in there? And do I have to refill/replace it later on?

I don't have one myself but what I have seen there sealed the closed loop coolers.
