I am running a 4060TI with 2 monitors. 1 is Asus XG32V 2560x1440 at 144 HZ, for full screen games. 2 is a Samsung C27F390 1920x1080 at 60 HZ for browser, steam and discord (chat). My questions are... does running the 2nd monitor significantly affect my framerates on monitor 1 and are both monitors able to run at different refresh rates at the same time off the same GPU (60 HZ and 144 HZ)? I could run the other monitor and progs off one of my other game comps or even a PI 4 I have laying around but that would mean another mouse and keyboard on my limited desk space so if it isn't cutting frames by a significant amount (20% ?) why bother?

You could use a hardware KVM or software to control the second machine with the same keyboard and mouse.

So far as performance impact, it varies by title and what you have running on the second monitor. And yes, you can run different frequencies on different displays.
