Question Stutter and low fps in high end games

Hi,
I'm having continues stuttering in games like shadow of the tomb raider and metro exodus. The thing is that when I restart my pc they work fine but after some time shit begins and stutter is unbearable. I tried assigning the game on high priority and closing all other apps but it only helped a little. Bear in mind that the px is still kinda new except for the 500 Gb hdd which is 8 years old xD. So would replacing my hdd solve the problem.
And yes I have latest drivers installed..
Pc specs : gtx 960 i5 4440 8gb ram

Your rig is getting a little dated to run Shadow of the Tomb raider, however for exodus you should be getting decent fps. Have you tried cleaning up your hard drive and registry? And check to see if your hd needs defragmenting. Also run chkdsk c: to check the health of your hard drive.

1-check your driver for errors
2- check yor cpu-gpu temps
3-If you are using windows 10 use this optimisation guide

4-are u using enough power?
5-if all of the above is already checked you can try https://www.grc.com/inspectre.htm this tool can disable spctre /meltdown patches from registery
though I dun recommend doing so especially if your pc has sensitive info but it's real that those patches tank intel cpu especially elder ones

i Tried all except the 5th one cuz i didn't understand, there was minor improvement in the freq and time of stuttering but nothing more.

This is a tool that can disable the spectre/meltdown patch which when patched intel CPUs had performance hit especially for CPUs older than 7th generation, you can try it but you might be vaurnable to get some attack
Well if your pc not storing important data I would do it. But for example if it has your bank data, or any important things it is wise to leave them

Shadow has severe load in stutters independent of CPU, maybe it's less with more mem but it almost freezes when reading stuff in and even the audio scrambles up.
Metro has just a very big read rate all the time no matter the settings it's definitely a game that should be on a ssd.

If you have a MSI Mobo Uninstall the MSI nahimic audio driver it helps me fixing sttutering on Dying Light and Metro exodus. Just Install the Realtek. Also stop and disable the Windows Virtualization Service
