Question Stutter at the same exact spot every single time after every reboot followed by other stutters in the game

I'm having this hitch or stutter that happens like every 40-60 seconds or sometimes more than that in games and just now noticed with one of the games (Black Mesa Blue Shift) that this stutter will happen exactly at the same spot every time I restart the PC and load up the game over and over, once it happens as you see in the video it doesn't happen again at the same spot but rather happens at different spots in the game unless I restart the PC and load the game only then it will happen at the same spot as the video and at the same time (directly after loading the game and doing what you see in the video).

Exactly, many games have such places where they stutter regardless of hardware or settings. This happens most often during loading shaders when you enter a new area, the so-called traversal stutter or when the game uses autosave. Recently I struggled with stuttering in Cyberpunk 2077 for a week until I finally realized that the stuttering was caused by autosave 😛
 
True the stutter happening at the exact spot is 100% from the game itself however my PC is having random frametime spikes in all games I have installed so far:

Cyberpunk 2077 (yeah autosave does stutter the game but I'm having other stutters that are not from autosave)
Read Dead Redemption 2
The Last of Us Part 1
Mafia DE
The Thing Remastered

These spikes are random, sometimes they happen after starting the game just seconds later and sometime after 5-10 minutes and sometimes like in Read Dead Redemption 2 it happens after 20-30 minuets.

I would to use CPU busy and GPU busy to try to determine the bottleneck of the two. I use a combination of msi afterburner and Aida64 to see that in real time.
