Stutter even with beast computer?

So when I am playing a game there is a really noticeable stutter / jitter that is unrelated to frame rate (because in Skyrim I have 80+ fps but still have it). It's stopping me from immersing myself as my character. My specs:
i7 3930k
8 gb ram
titanx
rampage 4 extreme
ax1200
3TB hard drive
I really started noticing it when I got my new GPU. So I sent it back and got a replacement of the same thing in the 30 day return period, but that didn't help. I virus scanned and reinstalled Windows. I have all the newest drivers. I rank high on 3DMark so my computer isn't underperforming.

Now I am perplexed. I can't play the newest games even on the lowest settings without this annoying stutter. I've tried everything I could.. I really have no idea what it could be. Even dragging windows around especially Skype is laggy.

Hello!

This is a very strange issue, but I have a few things you could try to find out which component is causing this issue.

First, I would try removing the GPU and using your i7 integrated, see if the stuttering appears. I reccomend testing a game or program with your Titan X in, then doing the same test without it.

I reccomend doing this first, then if the same happends then it is not your GPU causing the issue. Also what is your PSU wattage and model?

I swapped it with my old 560 Ti and the problem persists. It's not a GPU issue I don't think. And it's a AX1200 (1200 Watts)

No, that's not true.
 
Minimum of a 600 Watt power supply.
Total Power Draw: 250 Watts
PCI-Express-compliant motherboard with one dual-width x16 graphics slot
300 MB of available hard-drive space
24 GB system memory (48 GB or higher recommended)

Yeah, guess it really isnt true, even though its listed as a requirement.

You need a minimum of 8GB of ram, any below is not reccomended. However you do NOT need 16GB, but it is just some extra headroom.
