Question Stuttering /brief freeze every 10 seconds ?

Never posted on a site like this before so sorry in advance if I miss something.

have this stutter not very consistent happens every 10 seconds like a very brief freeze can attach a vid if need be, some games more than others (GTA V enhanced, PEAK, It takes 2) i've noticed it in offline play in 2 diffrent houses both with power line adpters, so im doubtful it has anything to do with internet.

I've also had it to 2 diffrent pc shops and they thought they fixed it but they didn't, issue is it sometimes takes an hour or 2 to see it, also note that i've seen it happen at low cpu and gpu temp so prob not caused by overheating.

Specs
GPU: 5070 Ti
CPU: i7-14700KF
Mobo: Asus Tuf Gaming Z790-Plus WiFi
RAM: 32GB Corsair 5600
PSU: 750w Corsair (I'm pretty sure its gold rated)
SSD: WD SN850 M.2 1TB (OS)

i've tried so many things, including
  • 2 other graphics cards (5070, 3060ti)
  • another cpu (12th gen i5)
  • the mother board im currently using is a diffrent one to the one I started having the stutter im on
  • 32gb of other ram
  • another m.2 that was known to work
  • used ddu to unistall graphics drivers reinstall, and ddu then rolled back drivers
  • all sorts of checks for drives even ran the drive in someone elses pc to be sure

screens would flash black sometimes and discord would pop up with Nvida HD audio so looked it up said it caused porblems so installed custom gpu drivers instead of express to avoid that
- many other thing i've forgotten over the course of 2 months

I really am lost at one point I had diffrent mother board, gpu, cpu, ram, AND, m.2 the only thing I could think of is maybe some weird power supply thing ?, is 750w not enough ?
 
Guess I still don't understand, I'm curious as to what is changing when you view performance monitor and task manager.
I’ve never used performance monitor but am willing to learn about it if you’ve got a link. I’ve looked at task manager while it’s happend and haven’t seen much of a change in anything

Google "how to use performance monitor" and you'll find a lot of links. You want to look at different parameters to see what changes when the problem occurs. Hopefully, this will give you an avenue to pursue in troubleshooting your problem so you can narrow down the problem cause. Just randomly replacing parts without a good reason will likely just end in frustration.. If you get more information, to narrow it down, then a local shop would have a better chance of helping you.

Hey sorry wasnt able to get at it for a while, never noticed any real change in the performance monitor when stutter would happen (no spike or drop in any of the graphs pretty steady). All I can say when I was using the nvida overlay monitor was that 1% fps dropped real low
