stutter / Freeze in all games and in windows applications, CPU?

this has been happening for about 1 year now ever since i got my new GPU, in all games / apps i have horrible stutter about every 3-4 seconds it also stutters the sound aswell when im watching videos. Sometimes it will freeze my whole PC and the only way i could stop the freeze was pressing a key on my keyboard which would resume everything. pls help me this makes all games unplayable going from 60 fps to 25 / 15 every couple seconds /:

i play quite modern games like Tom Clancy's the Divsion, Battlefield 4, The witcher 3, arma III, all games which this CPU can moderatly run at high / med
