Stutter/Lag when streaming via Netflix/Xfinity

This has been a constant problem for me that I've never been able to find the solution to. Whenever I try to stream a video on the Xfinity or Netflix web pages, I get a noticeable skip every couple of seconds. This doesn't happen on any other streaming service (crunchyroll, youtube, twitch) unless I also have either Netflix or Xfinity up in the background even while paused.

All of my drivers are up to date and over the past year or so I've upgraded all the parts in my computer, so everything is basically brand new. My CPU and GPU utilization stay under 30% and I have an internet connection upwards of 400 mb/s download.

I've been just trying to ignore it for a long time, but would rather it just be resolved. I appreciate any insight into the problem I can get.

My PC Specs:
OS - Windows 10
Gigabyte Z170XP-SLI-CF
Intel Core i7 6700k
EVGA GTX 1060 6GB
16GB DDR4
Samsung 850 Evo 500 GB
Samsung 840 Evo 250 GB
WD 4 TB HDD

Solution
Hmm. The only thing I can think of, since you've covered all the basics, is that you simply have greater dl ability than Netflix and xfinity have upload capacity. How does it do if you increase buffer size before play?

You might have a 400MB/s connection (that's kinda slow, even the old wifi on my z77 inboard is 800), but what is the router? It's rare to find YouTube vids at 1080p, especially older ones, they are usually 360/480p or even 720HD, Netflix is 1080p or even 4k now. That's a sizable bandwidth difference and with older routers like 300n your going to get skips as the video buffers.

Also your stuff isn't brand new. Windows10 has had several upgrades and they've all messed with drivers, especially audio and Lan, but include Sata and USB family. When you say drivers are up to date, does that also include the motherboard chipset drivers? Those require a trip to Gigabyte support to update, MS only updates it's generic drivers and of course there's nvidia updates, but those are mostly for new chipsets/gpu bios and game optimizations.

The router I have is an Linksys AC 1600, while not the best is more than enough to handle all of my needs especially since all of my devices are hard wired other than my phone, and streaming even 4k content only requires about 25-50 mb/s speeds so that shouldn't effect it at all. Most content I watch or stream is in 1080p whether that be on Youtube, Crunchyroll, or anything else. I've done tests on Youtube on 1080p 60fps and 4k 60fps with no buffering, lag, or skips at all.

Before my original post I checked all my drivers including motherboard, graphics card, Windows, and updated them all with no changes.
