Stuttering Across Most Modern Games

So, I've been having this issue across quite a lot of games. I have a pretty high-end system, but across a lot of my games, Battlefield 1, Star Wars Battlefront 2, Call of Duty Black Ops 3, and GTA V to name a few with BF2 being the worst of the bunch, there is stuttering.

I've tried doing a clean boot and running nothing but Steam/Origin and the game I want to play, it still stutters. I also have made sure my DPC Latency is within check (it is), and my temps are also well within acceptable levels (my CPU never goes about 65c, and my GPU runs in the low 80s, capping out at about 83). Is there anything else I can try to do to fix this?

One thing I would do is set up a custom fan curve for your GPU using MSI Afterburner or something similar. While 83 isn't dangerous high, you could be starting to thermal throttle which could cause some issues. Once you set up the fan curve, play your games and see if it helps.
 


I tried actually maxing out the fan speed and the temps were in the low to mid 70s and it didnt help.

 
Well dang....what resolution are you playing at? If you are at 4k, that could be a bit of a problem as the 1080ti and the Titan V are the only GPUs that are supposed to be able to go 4k 60hz with the pretty factor cranked up. If at 4k, try turning down the graphics.
 


I mean, the Titan Xp is more powerful than a 1080 Ti, so 4k shouldn't be an issue. But I'm playing @ 1440p 165Hz anyways.
 


I tried setting all the BIOS settings to stock and it still didn't help.

The last update was a cumulative update. I tried uninstalling it and it didn't help. I also tried the last version of the Nvidia driver and it didn't help.
