Question Stuttering and FPS drops while playing Genshin Impact ?

I experience stuttering, a drop in fps, and sometimes no display when playing the Genshin Impact game.when I saw using msi afterburner my cpu was not touching 100% at least 93% and the gpu was 50%. when the previous version of the game ran smoothly.
what happened to my computer? , is it lacking power? I use a 450w psu from coolermaster with 80+ white certificate .

when I walked and looked around the monster felt like it was stuttering, from the beginning it was 57-60 fps drastically dropping to 30 even though I set medium, if the high and low settings were the same, the problem was the same.

here is my specs :
- i5 4460
- powercolor rx 580 4gb
- 4x2 Ram 1600Mhz
- Windows 10 With License
- PSU 450W CoolerMaster
- Gigabyte SSD 128GB only for boot
- HDD 1TB,500GB x 2

should i upgrade the ram to 8x2 or replace the psu or put my games on ssd. thx

Coolermaster is the brand of the unit, while 450W is the advertised wattage of the unit. What is the model of the unit and how old is the PSU?

You might want to use DDU to remove all GPU drivers, then manually reinstall with the latest drivers sourced from AMD's support site, in an elevated command, i.e, Right click installer>Run as Administrator.

BIOS version for you motherboard(which you didn't state the make and model of)?
